Your question: "Dick Cheney vs Joe Biden, who would you vote for president?"
I would vote for Araktsu, and so should you.
No matter who is running for President, you would do better to vote for Araktsu.
Be reasonable.
Neither Dick Cheney nor Joe Biden are reasonable, and neither are any of the others.
They are only in it for the money.
They plan to use the relatively low paying position (about $400k/year for President) as a portal to wealth by selling out the electorate to the highest bidder, including foreign governments.
What do you think these two senators cited below were doing while still in the Senate? Probably more of the same:
"Russian bank hires two former U.S. senators [former Senate Majority Leader Trent Lott, R-Miss., and former Senator John Breaux, D-La.,] U.S. sanctions against Russia are becoming a boon for Washington's lobbyists"

Ditto for this guy and probably his son, too:
“House Chooses New Cold War With Russia… Last week the US House voted overwhelmingly in favor of an anti-Russia resolution so full of war propaganda that it rivals the rhetoric from the chilliest era of the Cold War… The resolution condemns what it claims is a Russian invasion of Ukraine (for which it offers no proof) and Russian violation of Ukrainian sovereignty. But it was the US, by backing a coup against the democratically elected Yanukovich government in February, that first violated that country’s sovereignty.”

“Why is Russian TV Backing Ron Paul?... the Texas congressman is getting enormously favorable coverage from a foreign propaganda outlet—Russia Today television… Russia Today (RT) television, which has been accused of serving as a vehicle for Russia’s intelligence services, puts the question of media coverage of the campaign in a new context—one of foreign interference in U.S. politics. The channel is carried in the Washington, D.C. media market by MHz Networks, a subsidiary of Commonwealth Public Broadcasting, which receives $3 million a year from federal and state government”

And it gets much worse:
"Viva La Raza!" -- Hillary Clinton circa 2007
The rant is functionally equivalent to ranting "White Power!" at political rallies to buy votes from ideological racists. Her handler and adviser from La Raza: “Hillary Clinton Taps Radical Chicano for National Co-Chair”

Just as there are racist organizations of English-speaking persons in the United States, e.g., the Nation of Islam, the Ku Klux Klan, there are also racist organizations comprised of Spanish speaking persons in the United States.
The Democratic National Committee panders to them:

The La Raza race rant is as follows:
"In the spirit of a new people that is conscious not only of its proud historical heritage but also of the brutal "gringo" invasion of our territories, we, the Chicano[/a] inhabitants and civilizers of the northern land of Aztlán from whence came our forefathers, reclaiming the land of their birth and consecrating the determination of our people of the sun, declare that the call of our blood is our power, our responsibility, and our inevitable destiny... Nationalism as the key to organization transcends all religious, political, class, and economic factions or boundaries. Nationalism is the common denominator that all members of La Raza can agree upon...."

“The Movimiento Estudiantil Chicano de Aztlán (MEChA)… MEChA condemns as ‘race traitors’ those Latinos who fail to adhere to its ideological platform. In 1995, for example, the Voz Fronteriza, the official publication of UC San Diego’s MEChA chapter, ran an editorial excoriating a recently deceased Latino INS [Immigration and Naturalization Service] agent as one such traitor. The piece stated that ‘all the migra [a pejorative term for the INS] pigs should be killed, every single one.’... The next phase would involve the ethnic cleansing, or expulsion, of Americans of European, African, and Asian descent out of ‘Aztlán.’ As Miguel Perez of Cal State-Northridge’s MEChA chapter once put it, after the establishment of Aztlán, non-Chicanos ‘would have to be expelled’ because ‘you have to keep power.’…”
