I work at a VA. The limit was placed during the second Bush Administration. It has been reopened during the Obama administration. I'll find you a link...

I don't remember any veterans benefits being cut in the late 1980's early 1990's.



Be more specific.



But there was a democratic controlled Congress during that time frame.



So any bills cutting benefits, would have came from them.



EDIT, I think its funny when people try and say democrats take care of veterans.



Just look at funding



Under Clinton VA funding increased just 29%

Under Bush VA funding increased 114%



Under Bush, military compensation increased 84%

Under Obama, in his first budget, he proposed the smallest pay raise in 50 years.

Speaking as a disabled veteran (service-connected), I can truthfully say that my financial benefits were not reduced, but the medical care at the VA hospital was drastically cut in the Reagan/Bush and Bush/Quayle administrations and, after them, the Bush/Cheney/GOP orchestrated efforts to "privatize" and "outsource" the VA system. We had to wait more than two months at times for an appointment; the number of medical professionals were down-sized and made part-time; supplies were inferior in quality (based on complaints made by the ones who had to use those supplies to, say, draw blood) and were purchased from Mexico or other (third-world) nations with no oversight in terms of quality-control; and so on.



Once President Obama was elected, the VA medical system immediately got an infusion of more than $1.4 billion to restore lost funding (no more Walter Reed slum conditions as occurred under Bush/Cheney and the GOP!...). Doctors were re-hired or taken back full-time; we now only had to wait less than a month for appointments; nursing staff was restored to full capacity; etc.



Democrats have always taken care of veterans...Republicans keep on trying to "privatize" the care provided to our veterans so the GOP can do their corporate-colluding and corporate-raiding best to shortchange and bankrupt the system.

I was. Veterans present a very interesting challenge as they have already shown they have the bravery and gumption to resist me. Not only as useless picketers but as armed combatants. The New World Order does not need people who are willing to fight, and die for both their own and your freedom. They are simply a liability.
