That's a trickier question than it first seems. They got the biggest share of the votes and have the most seats. Usually that means yes. However, this time it doesn't.
To win an election you need to have more seats than the other parties put together. They didn't so they didn't win the election. That's what a hung parliament is all about. In our lifetimes we're used to it being a simple case of one winner and that's it, but this election is different.

They got the most number of votes and the most number of seats by a large margin - so yes, they won the election and Labour lost the election and should go. Labour are not the government any more.

Under PR the conservatives would have won hands down. Unfortunately the system is first past the post, biased in favour of the Labour Party, who in the past altered the system to that effect.

People did not buy the "big society" sound bite and saw it for what it was, a big con, an attempted abdication of responsibility. The public is not keen on Tory rule. This vote was not a pro-Tory vote, it was an anti-Labour vote.
If the next election is held under the same system, Labour will be back in business as a majority government, where they belong.
If the next election is held under PR, then Labour and the Liberal Democrats may as well be regarded as the new "progressive party", and they will constantly be in coalition.

Yes and No. They got the most votes and the most seats but not enough so may not be able to form a government, and if Labour can form a government they will remain in power.
