One would think so, although I have heard that Biden can overrule the Parlimentarian if he wants to.

Actually, this guarantees reconciliation. Democrats were planning to use reconciliation to make changes like removing the Corn husker kickback. Now, the House will pass the Senate bill and the Senate will make the necessary changes in reconciliation. This is surprise to no one.

"before" only means 10 minutes, in practical effect. The House and Senate Democrats can negotiate for weeks in advance and come to an agreement and then make it effective at the last moment.



Not to mention that the Senate parliamentarian can be overruled by the Vice President.

I wouldn't say squashed. This is the most corrupt House in US history, they have a lot of sleazy tricks up their collective sleeves. They are even trying to change the rules in the House to get this bad bill passed..
