Why is ISIS building an army?

The only wars we have never won were gorilla wars where the enemy hid amongst the people etc?

Saddam Hussein built an army. Rumsfeld sent them home with their weapons and a billion dollars on a pallet. The GW Bush regime created the backbone of ISIS. It just took time for them to make a flag and to come up with a name.

ISIS as a group are acting on orders from Obama and he is not known for his leadership only the lack thereof.
