Unemployment dropped under Roosevelt, though there was a spike in the late 1930s. When Roosevelt really spent big time to get us into WWII, the Great Depression came to a complete end. Under Eisenhower the top bracket was 90%. The Democrats dropped it to 70%. I'm not sure where you got your info on Roosevelt, but he did raise taxes substantially to help defeat the Japanese and Germans in WWII, a worthwhile cause to most civilized human beings.

Traditionally this is what happens. The inception of the Mafia can be traced to socialist rule in Sicily. So many regulations stifle the peoples function and they take to skirting the law to get by.
P.S Originally the Mafia was focused on providing food, medicine and other essentials. The gambling, prostitution and etc was turned to after conditions improved.

No. It will more likely cause the black market to lose more value faster than free market. The black market works on demand and cash. A devaluing dollar would cause the black market to lose many customer and more likely turn into a flea market of value.

probably more like "gray market" transactions. gray markets are legal but skirt around things like sales taxes, minimum wage laws, and such, etc. gray markets are like swap meets, yard sales, garage sales, and other activities like websites where you can trade your surplus stuff for things you might need.
there are already black market outlets for medical services in my community. I wouldn't want to go there, but some people have no choice in the matter.

that's what typically happens when times get hard and things get scarce, when it does the black market will be the only way to get the things one needs to survive. i'm not talking about smokes and liquor, but for food and medicine.
