Yes. The fact that it will take more time for the procedings than he has left is a big factor. Why waste the time and money when the repubs and the dems need to compromise on the war and come up with a working plan. The president needs to support the Congress so the Congress can support him. I place this squarely on Nancy Pelosi she has threatened members in the House with punishment if they introduce articles of impeachment. Her stonewalling is going to cost Dmeocrats many votes. Impeachment proceedings would be a gargantuan waste of time and money, and would never conclude before Bush was out of office anyway. What would be more appropriate would be that Bush, Cheney, Rumsfeld, and all 535 members of the most arrogant, incompetent, evil, cowardly, corrupt Congress in U.S. history [which turned the other way as Bush unconstitutionally and illegally invaded another sovereign nation for no justifiable reasons] ALL be tried in an international tribunal for high crimes against humanity, and - if convicted - they all hang just as they all arranged to hang Saddam Hussein.
