Social Security admin buys 174k hollow-points, NOAA buys 46K hollow-points, DHS buys 450 million hollow-points?

Question

Is there a particular reason that NOAA and the Social Security administration are buying large quantities of hollow-point bullets?

I'm not usually one for conspiracy theories, but can someone offer an explanation as to why the National Oceanic and Atmospheric Administration (NOAA) and the Soc. Security admin need to buy a combined 220,000 hollow-point bullets?

Not to mention the Department of Homeland security buying a mind boggling 450,000,000 hollow-points...

Was there a sale on hollow-points or something?

Both the SSA and NOAA have enforcement duties, and thus agents, who are required to be armed. SSA agents investigate fraud and make arrests. NOAA agents enforce fisheries laws.

i might have self belief this. that's straight forward prepare for the government to purchase and inventory pile Ammo. for use. yet all is in all likelihood no longer for use by way of native land protection.
