I would say Trump is trying to calm down an unstable, dangerous dictator who honestly thinks the U.S. is out to get him. As another person with a big ego who basks in the glow of praise from others, Trump knows that any praise from the leader of the U.S. will make Kim Jung Un feel friendlier toward the U.S. and more likely to deal with us in a friendlier way. Neither sanctions nor threats of retaliation have worked in the past to stop North Korea from pursuing a nuclear arsenal, so finding ways to make friends is as good an alternative plan as any.
