Say wait a minute, the only building that fits that description is WTC 7, 47 stories.
and that didn't collapse until 5:20pm.

The building wasn't even beginning to lean and creak until 2 or 3 in the afternoon.

Why did this report come at 10:45?

Lois, you're much too smart for that, please. It was an error made during the confusion of the day. He probably didn't realize that all 100 stories of the towers collapsed, thinking that half of one came down, since the whole area was covered in dust and it would have been impossible to see from the ground. That's just a guess, there are any number of possible explanations.



During the confusion, there was a report at one point that there may be up to 10 hijacked airplanes. They didn't know it was 4 until all the planes were grounded and accounted for. A lot of bad information comes out in the heat of a crisis.



EDIT: If the comment happened at 10:45, it was almost certainly not about building 7. Of course building 7 collapsed into it's own footprint. That's how gravity works, it pulls things down. A building doesn't have the lateral structural integrity to topple over on it's side, if it shifts like it is going to go that way, it will collapse straight down. In the case of building 7, it collapsed when the expansive truss system in the lobby began to weakened (not melted) under the intense fires and damage caused by the debris falling from the two main towers. Having seen the two main towers collapse and seeing the situation in building 7, the firefighters realized the inevitable was coming and managed to completely evacuate before it fell.
