I'm not sure what you mean by "collapsed" but its sure not in very good shape nor has it been for quite a while. 1978 is about the year when the U.S. started to back the Mujahidin which later led to the soviet "invasion", or rescue, whatever one might call it.

If collapsed means a group from the outside are controlling it, then its been that way since about that time (1978), and still that way since the american controlled Taliban and "Northern Alligance" are just puppet regimes of the U.S.

Afganistan has been under seige for over 30 years now.

Different powers have fought for its control for centuries, on and off, because of its strategic position.

I think it's a collapsed state trying to become a state again. Collapsed because most of the territory is under no central government's control. Trying to recover because there is a central government trying to (with help) exert control over the whole of the nation again and attempting to reestablish law and order.

Edit: I'd say it's collapsed because the group recognized as the legitimate government of the nation is not actually able to control most of the nation and can't enforce it's own laws. A similar situation ocurrs when the nation may be occupied by a foreign power and has a government in exile (like for example, Poland during WW II) but then it's not a collapsed state, it's a conquered or occupied state. Afghanistan isn't occupied, it's collapsed, there is no law but local, tribal law outside of the small amount of the country controlled by the government and NATO.

Every nation that has invaded or occupied Afghanistan has been forced to leave, simply because the rural areas are impossible to govern. You are dealing with tribesmen whose way of life goes back centuries, and who have resisted all attempts to make them change their strict Islamic ways. Bear in mind also that even the Taliban didn't control the entire country, just most of it. There are areas where the locals make the laws, not the government in Kabul.

Also, look up the PDPA party in Afghanistan, they were secular & forward thinking, giving women rights and equal footing with men. They were in power from 1978-1992, and were Afghanistan's best hope for the future.

its a failed state. it wasnt a collapsed state between 78-92. it was a soviet state. it recognised women as equals and gave free education to everyone. the US saw thgat those inhuman practices were stopped in favour of the taliban

Right now it's a state of confusion but soon Obama will cut and run due to his lack of military knowledge and expierence and it will go back to the way it was before we showed up as will Iraq,,man Obama is clueless and will accomplish nothing while we allow him to stay in washington so join the march to washington this summer to impeach this fraud////
