I don't know this specific case, but the general idea behind this is bogus.
You're repeating an idea which has been circulating on conservative social media for a while now. The idea is basically that corona isn't that bad because, supposedly, lots of the fatalities on the official list are people who had covid but died of other causes, like this motorcycle crash. The problem is that this theory is nonsense.
Now there may very well be some people who are incorrectly listed on the death tally for covid (although I'd be suspicious of this officer's anecdotal claim that this person died in a crash. It could just be someone with a similar/same name). But the problem is that there have been 140,000 covid deaths according to the official tally. Even if there were tens of thousands of incorrect deaths on the list, which is an impossibility, there would still be a massive amount of covid deaths. I mean, do you really think there are 100,000 people on that list incorrectly? And even if there were, that would still leave 40,000 legitimate covid deaths, making the disease more deadly than guns, car accidents, or most season flu infections.
The reality is actually the opposite. The official tally is probably an undercount. The official covid death tolls are usually made up of people who died in a hospital or under a doctors care after a positive covid diagnosis. But there's an unknown number of people who died at home without a positive diagnosis. Back during New York's peak, it was noticed that the death rate in the city had increased significantly over the same time last year. This increase was in excess of the official covid death totals. Since there's not other major reason why lots of people should be dying right now, it seems likely that there's a significant number of people dying of corona who aren't on the official tally.
