Delete "Obama" from your question and insert "State Department",they are the people who grant or deny requests for security and so on in Embassy's affairs.Try to Imagine that The President of the United States has enough to deal with besides day to day operations in any department,those departments have people who are in daily business.

I purely love all the outrage over Benghazi. 8 months of continuing outrage and a minimum of 9 Congressional hearings. meanwhile in the process the Bush administration there have been fifty 4 assaults on American embassy's and consulates which killed 60 people alongside with 13 American's. the effect? 3 Congressional hearings and nil outrage on Fox information. everyone else see a double-commonplace here?

Remember when Issa declared that Holder personally knew about and approved "gun walking" early on?
Remember how the investigators found that was completely untrue?

Obviously it was a huge mistake on the behalf of the President, one which I am sure he regrets deeply. As sad as this situation is, it only highlights the presidents inexperience.
