How come the thugs in prison in Illinois get their ballots before soldiers do?

The Chicago Board of Elections hand delivers ballots to the jail. They don’t even wait for the inmates to apply – they bring the applications with the ballots! Over 2,600 inmates have cast ballots so far – strikingly similar to the 2,600 soldiers who will likely not receive a ballot for the Nov 2 election.

Oh never mind I think I have the answer, its the Obama voting base of course, the blacks in prison who will vote for anyone who is black or Democrat, how silly of me. And of course the military who actually do their job will not even be considered, how Democrat of them, the brave soldiers don't count, they would vote against the Democrats by an overwhelming majority. We know where our prisoners are in Illinois. We can't help it if the US military isn't very efficient in distributing ballots in foreign countries. BTW, convicted felons in Illinois cannot vote while in prison. Only those who are awaiting trial or convicted of minor offenses. Soldiers, as well as prisoners, are disproportionately urban and black and are all expected to vote Democratic.
