The flow of refugees out of Syria by design is into NATO and European countries. That is in line with Putin’s strategy to overwhelm NATO countries with refugees and to divide the electorates and indeed NATO members against each other. In return for bombing civilians in Syria to that effect, al-Assad gets weapons, military intelligence, other military aid, and global propaganda support from the Russian Federation.
In 2015 Barack Obama presented a complete state of denial about the Russian Federation's obvious geopolitical strategy.
Note the phrases from Barack Obama in conversation, below, 'his sole ally' and 'only ally'. There is no way the President of the United States is not aware that the Russian Federation and the Islamic Republic of Iran are military allies, or that Hezbollah—the terrorist organization out of Lebanon—is doing mercenary work for Iran on and Bashar al-Assad of Syria along sectarian lines:
" 'He's moved troops into Syria, for one. He's got people on the ground,' Kroft said... 'the Russians are conducting military operations in the Middle East for the first time since World War II... Bombing the people we are supporting... He’s challenging your leadership, Mr. President...'
