Of course not. Neither was using taxpayer money back in the late 70's to fund studies of the mating habits of earthworms in the name of "science".

Most federal government programs are NOT an effective use of taxpayers money and should be left to the states.

If northern Nevada should decide to spend their tax dollars for "cowboy poetry festival", more power to them, just like if those in Oregon would like to hold an annual salmon festival with their tax dollars.
