Executive orders have to do with agency regulations or regulatory law rather then criminal and civil law. The President is the chief executive so he is the head of all of the agencies and departments in our government. Congress passes laws but the president can change regulations as he needs to. There is some congressional oversight in some cases but for the most part the president can just do it. Not all of these are very significant. An executive order to the Department of Defense for instance might be anything form ordering flags to half mast for some occasion to ordering torture of prisoners in GITMO. We rarely get to see what he orders but most of them are public record and may be found if one wants to look hard enough. As to why you don't here about every one, its because Bush makes allot of them and many are not news worthy and the news is still devoting at least 50% of its resources to watching Brittney exit cars or Angelina get a new tattoo.

Can't wait for Obama's presidency. There is talk about greater transparency on his new website "www.change.gov" There is an idea afoot that every document government issues will be on "Google for government." Hope it's true.

These things are not reported, because as news stories, they would not sell the advertising surrounding the text. Pictures of car accidents, burnt buildings, and good looking or famous people sell advertising. The truth does not sell advertising.

There are probably hundreds of documents soaked with small print that nobody would ever read. If that's what you want, then knock yourself out.
