Recounts are not "forced", they are usually automatically mandated it the vote count is within a specified small %.

Roy Moore never conceded. The Florida recount was ordered by the REPUBLICAN Secretary of State. Votes aren't being "found"; you're just extremely ignorant about how other states' elections work.
