Why are Milennials and Gen-CERN's helping Uncle Sam starve their grandma and grandpa?

The federal government is debiting the Social Security payments of many grandparents who borrowed student loans for their grandchildren to pay for college. Now that many of those students are graduating but are not paying down the loans, their generous grandparents are having their Social Security checks garnished. Why are these delinquent graduates helping the Feds starve their generous grandparents?
